Provincial Library Community Access ProgramCommunity Access Program (CAP) The Community Access Program is a federal-provincial initiative administered by Industry Canada that provides funding to designated sites and organizations, including school and public libraries, enabling them to offer free public access to computers and the internet while helping users to obtain the skills to use them effectively. The Saskatchewan Provincial Library network of CAP sites consists of public access workstations in nearly 200 community libraries across the province. The Community Access Program and the Every Library Connected Program have provided funding for internet-enabled public access computers since 1988. The role of the Provincial Library is to manage its network of library CAP sites and to coordinate among nearly 200 CAP sites, 10 public library systems, the Provincial Library and Industry Canada. Public library CAP sites provide some or all of the following services:
